Acknowledgement of ElectronicTender’s Incomparable Product Superiority in the e-Procurement Space


BACKGROUND -- THE CHALLENGING REGULATORY ENVIRONMENT FOR E-PROCUREMENT:

The ‘e-Procurement Guidelines dated 31st August 2011’ issued by the Department of Information Technology (DIT), now called Department of Electronics and Information Technology (DeitY), Ministry of Information Technology, Government of India, are the most ‘comprehensive and challenging e-procurement guidelines’ in the world, especially with respect to protecting ‘bid-confidentiality’ and ‘transparency requirements’ of the public procurement process.

The Central Vigilance Commission (CVC) of the Government of India vide its circular dated 12th January 2012, and the Finance Ministry vide its Office Memorandum dated 3rd September 2012, had communicated to all Government Ministries/ Departments/Organizations to ensure security of their e-procurement systems, and to use e-procurement systems compliant with DeitY’s e-Procurement Guidelines and certified by STQC, a testing agency under DeitY, Government of India. The DeitY-Guidelines also encompass – relevant guidelines of the Central Vigilance Commission (CVC) for e-Procurement; General Financial Rules (GFR) 2005; Information Technology (IT) Act 2000 (and its Amendment 2008).

THE DISTINCTIVE ACHIEVEMENT OF ELECTRONICTENDER:

On 18th January 2013, ElectronicTender became the FIRST organization to succeed in getting its e-procurement/ e-tendering software duly certified by STQC, Department of Electronics and Information Technology (DeitY), Government of India, for – Full Compliance with DeitY’s e-Procurement Guidelines dated 31st August, 2011.
